eRUC systems can automate distance recording, licence purchases and the evidence needed for off-road refunds. Today's approved electronic distance recorders are mainly aimed at commercial fleets. A wider provider market and more flexible payment options are proposed, but there is no confirmed launch date for app-based RUC across the light-vehicle fleet.
Electronic RUC (eRUC) replaces the manual process of checking your odometer, buying distance blocks, and sticking labels on your windscreen. Instead, a GPS-enabled device tracks everything automatically.
It can remove much of the routine admin by recording distance, purchasing licences and preparing off-road travel reports. The operator still needs to monitor the service and remains responsible for compliance.
The traditional way

The system runs in the background. You drive, it handles the rest.
A GPS-enabled device (like EROAD's Ehubo) gets fitted to your vehicle. It tracks location and distance continuously.
The device sends your distance data to the provider's system in real-time. No manual readings needed.
When your licence is running low, the provider can purchase more distance automatically. You still need to monitor the account and vehicle.
Location data can flag likely off-road travel and produce evidence for a refund claim. NZTA's eligibility rules still decide what qualifies.
The hardware requirement is changing
Under the current Act, approved electronic systems use approved distance-recording equipment. The Bill would let providers provide or use approved recorders, opening the door to a wider range of light-vehicle and built-in technology if it meets the final approval rules.
NZTA currently lists four approved electronic system providers. Under the current Road User Charges Act, those approvals sit under section 43.

The current eRUC systems are overkill (and expensive) for a single diesel ute or EV. That's changing though.
If you're just doing the school run and supermarket trips, manual RUC is fine for now.

As at July 2026, the Land Transport (Revenue) Amendment Bill has passed its second reading but is not yet law. It proposes replacing the narrow "Electronic System Provider" model with a broader "RUC Provider" framework.
The proposed framework leaves room for a wider range of services. These are plausible models, not announced products or confirmed launch commitments.

The Bill sets up the framework, while important operational details are being left to regulations and provider approval terms. Consultation on proposed regulations closed on 12 June 2026; final rules are still pending.
Final regulations and provider approval terms will set revenue-forwarding and reporting requirements.
The consultation did not propose final provider service-price controls. The eventual fee split and commercial charges are still to be settled.
Alternative payment schemes are proposed, but final rules for defaults, suspensions and revenue protection have not been made.
The Bill would remove display requirements, but commencement depends on enactment and implementation. No final phase-out date is set.
