Overview

VINCI Highways is the international road-concessions and toll-services business of VINCI Concessions, part of the French-listed VINCI Group. It finances, develops and operates motorways, bridges and urban road infrastructure across Europe, the Americas and Asia. Its model combines long-term concession operation with a dedicated digital tolling and customer-services business. ViaPlus is VINCI Highways' tolling platform. Created in 2023 by combining TollPlus and Cofiroute USA, it supplies transaction processing, back-office systems, customer accounts, payments, video tolling and managed operations. VINCI Highways reports more than four billion transactions managed, 23 million customer accounts and 45,000 lane kilometres. It says ViaPlus processes more than 40% of India's electronic toll transactions and supports agencies in several US states as well as Dublin's M50. In 2026 ViaPlus began delivering free-flow pilots in India, including systems on the Delhi–Jaipur corridor. Its platforms also use artificial intelligence for plate-image enhancement, transaction automation and customer-service assistance. These capabilities are relevant to tolling and cordon charging, while configurable accounts and back offices could also support distance charging. VINCI Highways has no current New Zealand RUC role. It should be understood as an international operating and technology benchmark with the financial and delivery capacity to participate in large road-pricing programmes, not as a confirmed New Zealand bidder.
