ASX-listed toll-road operator with 23 roads, 11.3 million customers and direct experience running distance-based road-user-charging trials.
Transurban Group is an Australian-listed developer and operator of urban toll roads. Established in 1996 for Melbourne's CityLink, it now operates 23 roads across Melbourne, Sydney, Brisbane, the Greater Washington area and Montreal. The group reports 11.3 million customers, about 2.4 million daily trips and a direct workforce of more than 3,900 people. Transurban combines physical road concessions with a substantial digital-account and charging operation. Linkt provides tags, trip passes, accounts, payments and customer service across Australian toll roads, while network-control systems use sensors, analytics and automation for traffic and incident management. The company therefore has experience at both the road-operator and consumer-billing layers of road pricing. It has also run explicit distance-based road-user-charging research. Australian trials beginning in the mid-2010s tested per-kilometre alternatives and user responses. In 2024 Transurban launched an I-95 corridor trial in the United States to test mileage charging with motorists and explore options as fuel-tax revenue declines. These are trials and research, not statutory charging schemes operated by Transurban. Transurban has no New Zealand RUC role. Its relevance is as a large Australasian operator with millions of customer accounts, live free-flow transaction experience and evidence about public interaction with distance charging. It could be a benchmark or potential operating partner, but should not be presented as a prospective bidder without procurement evidence.

Transurban has no New Zealand RUC contract, but has directly tested distance charging with motorists in Australia and the United States. Its road, account and customer-service operations make it an important comparator for large-scale charging.
