RUC Compare is a free New Zealand Road User Charges provider-comparison service owned and operated by RUC on Rails Limited, a Dunedin-based RUC technology startup. It is designed to show drivers the full cost and practical differences between major RUC providers without requiring an account or sign-up. A user enters a registration plate, chooses a purchase distance, and receives vehicle-specific comparisons. Results distinguish the underlying government RUC charge from provider fees and show the resulting total, alongside available deals and differences in how each provider can be used. Accessibility information can include web, app, counter, and account options, payment methods, minimum purchase settings, support, and fleet features. RUC Compare does not issue the licence itself; it sends the user to the selected provider to complete the purchase. The service is funded through clearly labelled provider partnerships and advertising. Commercial relationships can support promotional visibility, but RUC Compare states that they do not determine whether a provider is included. Within the RUC on Rails group, RUC Compare is the comparison layer between RUC Hub's information and market research and RUC Pass's purchasing service.

Provider pages and deal listings present published pricing, fees, offers, purchase channels and practical service information. RUC Compare links users to third-party providers and does not itself issue RUC licences or process RUC payments.

RUC Compare entered a soft-launch and user-testing phase in late February. RUC on Rails said a group of about 20 to 30 New Zealand drivers was testing the service ahead of its full public launch; by 9 March, the Otago Daily Times reported that the comparison website had launched.
The service expanded beyond plate-based price and accessibility comparisons to include provider-review functionality, provider deals, a directory of RUC-related products and services, and a tools-and-resources directory.

Pascoe is an AWS-certified engineer with experience across public-sector software, startups, and transport technology, including New Plymouth's public transport mobile app. During four years at Delivereasy he moved from operations into technology development. He leads RUC on Rails engineering, architecture, integrations, and platform development, including RUC Compare's customer-facing experience and underlying comparison systems.
RUC Compare is the provider-comparison product in the RUC on Rails group. It structures published price, fee, deal, and access information so drivers can compare the total cost and purchase experience for a specific vehicle and distance before leaving to buy from a provider.
