Overview

SICE NZ Limited is the New Zealand subsidiary of Spanish infrastructure-technology integrator SICE Tecnología y Sistemas. The local company was incorporated in October 2011 and began work in New Zealand on control and systems for Auckland's Waterview Tunnel. SICE later expanded into rail, intelligent transport systems and national tolling infrastructure. SICE has one of the most substantial direct roles in New Zealand road charging among the international vendors profiled by RUC Hub. NZTA contracted it in 2022 to replace the national toll back office used for the Northern Gateway, Tauranga Eastern Link and Takitimu Drive toll roads and intended to accommodate future toll sites. SICE describes the cloud service as its first software-as-a-service back-office deployment. The solution uses SICE's operational and commercial back-office components: transaction processing, automatic vehicle identification, billing, accounts, collections, reporting and offender management. SICE says the initial support and maintenance period is five years with extension options taking the relationship to as much as 14 years. In March 2025 SICE was selected for NZTA's Road Pricing Infrastructure Panel for multi-lane free-flow infrastructure. The panel role covers potential turnkey roadside equipment for existing and future toll sites and can run for up to ten years. This makes SICE a current New Zealand tolling supplier and a plausible participant in future congestion or time-of-use charging, though it is not an eRUC retailer for distance licences.

RUC Involvement

SICE is a current NZTA road-pricing supplier. It delivered the replacement national toll back office and is on NZTA's panel for future multi-lane free-flow roadside infrastructure. These are tolling roles rather than retail distance-RUC approval, but they provide a direct pathway into broader road pricing.

Market Position

  • Current supplier of New Zealand's nationwide toll back-office platform
  • Selected member of NZTA's multi-lane free-flow Road Pricing Infrastructure Panel
  • Local legal entity and project team operating since 2011
  • End-to-end capability from gantry and ANPR through accounts, billing and support
  • VINCI-backed international infrastructure delivery capacity

Policy Positions

  • SICE publicly states an intention to support New Zealand congestion-charging and time-of-use schemes.
  • Its architecture is designed to be technology-agnostic at the roadside and configurable for multiple tariffs and concessions.
  • SICE is not listed as an approved electronic distance recorder or RUC licence retailer.
