Overview

RUCSmart is a self-described independent New Zealand business operating a website about road user charges. Its available public service is a free calculator that compares an entered fuel-excise cost with an assumed distance-based RUC cost for petrol, diesel and electric vehicle selections. The results are indicative and depend on user-entered assumptions. RUCSmart also advertises a subscription compliance platform for individual drivers and fleets, including reminders, usage and spending reports, policy updates and tracking functions. The website continues to direct prospective users to a waitlist, so these wider capabilities should be treated as planned rather than independently verified operational services. The Government is preparing the RUC system for a future transition of light petrol vehicles, including digital records, additional approved providers and more flexible payment methods. As at July 2026, NZTA says no date has been set for the full light-vehicle transition; the Land Transport (Revenue) Amendment Bill modernises the existing system but does not itself set the final transition timetable.

Features & Services

RUC Comparison Calculator

Free web calculator comparing entered fuel-excise costs with an assumed distance-based RUC charge. It offers petrol, diesel and EV selections and accepts distance, fuel-economy, fuel-excise and RUC-rate inputs. RUCSmart labels its results indicative and notes that rates and rules may change.

RUCSmart Compliance Platform (Planned)

Waitlisted subscription service advertised for drivers and fleets, with proposed reminders, usage and spending reports, policy updates and compliance tracking. Current pages conflict on price: the homepage and About page display $4.99 per month, while the FAQ states $2.99 per month for the first 1,000 waitlist customers. RUCSmart's privacy policy says it follows the Privacy Act 2020, seeks to store data in New Zealand or Australia where possible, and may retain RUC or vehicle records for up to seven years; these are organisational policy statements, not independent certifications.

History

25
2025

RUCSmart established a public website offering plain-language RUC information, a comparison calculator and a waitlist for a proposed subscription compliance service. Its privacy policy is dated 3 September 2025.

25
2025

Published articles about RUC administration for drivers and small-business fleets and the proposed modernisation of New Zealand's RUC system.

RUC Involvement

RUCSmart is focused on explaining New Zealand's RUC system and promoting tools for drivers and fleets. Its available calculator compares user-entered fuel-excise and RUC assumptions, while its advertised subscription platform remains at waitlist stage. RUCSmart presents its work as preparation for the eventual transition of light petrol vehicles from fuel excise duty to RUC. Current government sources confirm that this transition remains policy, but no date has been set for completing it across the light fleet.

Market Position

  • Independent RUC information and tools website for New Zealand drivers
  • Free comparison calculator using editable fuel-excise and RUC assumptions
  • Advertised compliance platform aimed at individual drivers and fleets remains at waitlist stage
  • Positioned around the future light-petrol-vehicle transition, for which the Government has not set a completion date

Policy Positions

  • RUCSmart says RUC information should be presented in accessible, plain language
  • RUCSmart describes distance-based charging as fairer and more transparent; this is the organisation's stated position
  • RUCSmart says a shift to RUC may increase costs for efficient petrol vehicles and reduce them for higher-fuel-use vehicles, but actual outcomes will depend on final rates and rules
