New Zealand technology company making Road User Charges more accessible, transparent, and easier to navigate for all drivers.
RUC on Rails Limited is a Dunedin-based consumer technology company building retail and access infrastructure around New Zealand's transition to digital Road User Charges. Founded in 2025, the company emerged from direct operational exposure to friction within the transport and driver ecosystem, identifying early that the expansion of Road User Charges to all light vehicles would create both nationwide complexity and a rare structural opportunity. Rather than operating as a single monolithic service, RUC on Rails has developed a coordinated consumer ecosystem designed to address the full RUC journey from information and comparison through to purchasing and physical access. Its portfolio includes RUC Hub, a live data and analysis platform covering policy changes, revenue tracking, provider intelligence, and integrated public tools such as the RUC Calculator and RUC Checker; RUC Compare, a structured marketplace enabling drivers and fleet operators to evaluate RUC providers side by side across price, accessibility, and customer experience; and RUC Pass, a physical access product designed for over-the-counter RUC purchasing and rolling out across more than 2,000 retail locations nationwide, with Standard, Student, and Super Gold options. The company operates under four guiding principles: accessibility across both digital and physical channels, integrity through reliability and accuracy, velocity in responding to structural market shifts, and technical precision achieved through deliberate use of automation and modern architecture. RUC on Rails is 100 percent New Zealand owned and operated by co-founders Adam Johnston and Briyarne Pascoe.
New Zealand's independent source for Road User Charges news, data, market intelligence, and analysis. Covers 60+ organisation profiles, a full RUC timeline from 1977, statistics and data, policy explainers, and a resources library. Includes two integrated public tools: a free RUC Calculator for estimating charges based on vehicle type and distance, and a RUC Checker for looking up a vehicle's current RUC status. No ads, no sponsors, no placements.
A free comparison platform that lets drivers and fleet operators compare all known New Zealand RUC providers side by side. Compares across three dimensions: price (fees, bulk discounts, offers), accessibility (online, app, retail options), and customer experience (verified ratings and reviews). No signup required. Inclusion is independent of commercial relationships.
An everyday access brand making RUC purchasing simple and accessible wherever drivers already transact. Soon available at 2,000+ retail locations including dairies, petrol stations, and convenience stores nationwide. Offers three pass types: Standard, Student (15% discount), and Super Gold (15% discount). Supports cash, EFTPOS, card, Apple Pay, and Google Pay. Instant licence issuance with no accounts, contracts, or subscriptions required.
Market Intelligence & Structural Monitoring Engine
Kowalski is the proprietary data intelligence system that powers the research, comparison, and monitoring infrastructure behind RUC Hub and RUC Compare. It acquires, structures, and monitors publicly available information across the RUC ecosystem, transforming fragmented provider data into structured, queryable datasets. The system uses a three-layer extraction framework: deterministic rules for stable content, pattern-based logic for semi-structured data, and AI-assisted interpretation for ambiguous tables and PDFs. It continuously monitors tracked surfaces for meaningful changes in pricing, fees, disclosures, and layouts, with multi-stage validation including schema checks, cross-field integrity, and anomaly detection. Kowalski operates exclusively on public data with no authentication circumvention, respects rate limits, and follows a source governance process for all monitored surfaces.
Proprietary RUC Management & Transaction Platform
RUC OS is the operational backbone powering RUC Pass. Built entirely in-house, it is a purpose-built management system designed to process, govern, and reconcile Road User Charge transactions across multiple channels. The transaction engine handles complete lifecycle management from vehicle lookup and quote generation through purchase, settlement, reconciliation, and invoicing - every stage structured and auditable. It supports multiple sales channels including retail networks, web checkout, mobile app, and API integrations, with configurable channel requirements and smart routing. The settlement system features multi-ledger support, configurable pricing rule sets, automated batch processing, and detailed invoicing with GST handling and NZTA RUC pass-through tracking.
Autonomous Privacy-First OBD-II Distance Computation Device
Sentinel is a proprietary OBD-II hardware device developed during early automated RUC research phases. It was built as a distance engine, not a tracking device - it measures how far a vehicle has travelled, and nothing else. All primary distance computation occurs on-device using an ESP32-C3 (RISC-V) microcontroller running FreeRTOS. Distance is derived mathematically from vehicle motion data via the CAN bus interface, requiring no GPS, no mobile data, and no cloud dependency. The device uses a dual-mode measurement system: baseline OBD-II polling for universal vehicle support, and enhanced CAN extraction for higher-frequency sampling where available. Distance is persisted at fixed meter intervals with robustness guarantees against power interruption, vehicle shutdown, and connectivity loss.
RUC on Rails Limited incorporated in August 2025 by co-founders Adam Johnston and Briyarne Pascoe. Began development of consumer-facing RUC brands and tools, including RUC Hub as an independent information platform with integrated RUC Calculator and RUC Checker tools.
Launched RUC Compare as a free provider comparison platform, and developed RUC Pass as an upcoming retail purchasing brand.
Expanded RUC Hub with comprehensive market intelligence covering 60+ organisation profiles, full RUC timeline from 1977, statistics, explainers, and resources. Continued preparation of RUC Pass for market launch ahead of the nationwide RUC transition.
Co-founder & CEO

Co-founder & CTO
Based in Dunedin. Responsible for technical architecture and development across all four RUC on Rails brands.
RUC on Rails is a technology company whose entire focus is making the Road User Charge system more accessible, transparent, and easier to navigate for New Zealand drivers. Through three distinct consumer-facing brands, the company addresses different parts of the RUC journey: information and analysis (RUC Hub), provider comparison (RUC Compare), and everyday retail access (RUC Pass). The company is positioning ahead of the nationwide RUC transition when all light vehicles move from fuel excise to distance-based Road User Charges.
