Overview

Kora NZ is a fuel-card company within the Waitomo Group ownership structure. It offers individuals and businesses at least 10 cents per litre off petrol and diesel through an advertised network of more than 390 sites, centred on Waitomo and Mobilcard-accepting locations. The company was registered in December 2020 and Liza Cox-Hancy launched the Kora fuel card in July 2022 as an alternative to conventional fuel-loyalty programmes. Kora says its name means ‘fuel’ in te reo Māori. For a standard $2 monthly account fee, approved customers receive separate Waitomo and Mobil cards and can select weekly, fortnightly or monthly billing by direct debit or payment card. Purchases are made on account and are subject to Kora’s credit assessment, fees and late-payment terms. Customers can manage balances, cards, transactions and invoices through Kora’s app and web interface. The mobile app is available through both Apple’s App Store and Google Play. EROAD also lists Kora as an integrated fuel provider for MyEROAD fuel reporting, although EROAD now describes the relevant setup page as part of its legacy API system. Kora additionally distributes its offer through partnerships with membership, business and community organisations.

Kora Fuel Card

Kora Business Fuel Card

Fuel-card accounts for self-employed customers and businesses, with multiple cards, transaction records and consolidated billing options.

Kora App

Account-management application for checking balances, savings, cards, transactions and invoices and locating fuel sites. Available through Apple’s App Store and Google Play, with access also supported on desktop or laptop.

MyEROAD Fuel Integration

Kora fuel data can be supplied to EROAD for fuel reporting in MyEROAD. EROAD lists Kora as an integrated fuel provider and says fuel records are processed nightly once setup is complete; its setup documentation now identifies this as a legacy API component.

Fuel-industry executive whose career has included car leasing, establishing the Mobil Smiles loyalty programme and roles with fuel-card operator Fleetcor. She launched Kora’s fuel cards in July 2022.

RUC Involvement

The Ministry of Transport names Kora New Zealand Limited among the parties engaged in its November 2024 market sounding on future RUC retail services. This confirms engagement with the process, but it does not show that Kora is an approved RUC Provider or currently sells RUC. The Land Transport (Revenue) Amendment Bill introduced in November 2025 proposes a broader approval framework under which third parties could issue and sell RUC. The Ministry states that the Bill does not set the timetable or final arrangements for moving petrol vehicles to RUC. Kora’s current relevance is therefore prospective: its fuel-card accounts, customer app and organisational distribution network could provide a channel for future RUC services. Separately, EROAD currently accepts Kora fuel data for MyEROAD fuel reporting, but that integration is not itself an eRUC service.

Debt concerns about fuel-account products (2024)

An RNZ report republished by the Otago Daily Times examined concerns that deferred-payment fuel products could add to financial pressure for households already struggling with daily costs. The report included Kora because customers purchase fuel on account and may pay weekly, fortnightly or monthly. Kora responded that paying for fuel on account was comparable with other non-cash payment methods and said it took its responsibilities seriously. Kora’s terms allow a dishonour fee and interest of 2.5% per month on overdue amounts. No regulatory breach or enforcement finding against Kora was reported.
