Infrastructure membership body advocating better planning, funding and delivery, including modern RUC and road-tolling systems.
Infrastructure New Zealand is a membership organisation focused on how the country plans, pays for and delivers infrastructure. Its work spans transport, energy, water, telecommunications and social infrastructure. Members include public agencies, contractors, consultants, financiers and infrastructure users.
It was formed in 2004 as the New Zealand Council for Infrastructure Development and took its current name in 2017. The organisation publishes research, makes policy submissions and convenes events, including the Building Nations conference. Nick Leggett has led it as Chief Executive since April 2023.
Its January 2026 submission supported the direction of the Land Transport (Revenue) Amendment Bill: broader usage-based road funding, digital RUC services and more flexible tolling. It saw those changes as ways to improve funding and bring forward investment.
The submission also called for a staged transition, strong privacy protections and clear reporting on where the money goes. It highlighted the effects on rural and low-income households and warned against choosing road projects mainly because they are easy to toll. Leggett presented to the committee on 2 February 2026.
