Overview

The New Zealand Heavy Haulage Association (NZHHA) is the national trade association for member companies involved in the transport of overweight and overdimension loads. Founded in 1964, the Association represents five distinct sectors: heavy haulage transport, building relocation, load pilots, heavy recovery, and general oversize. Headquartered in Wellington, the NZHHA advocates for its members with regulatory authorities including Waka Kotahi NZTA and local roading authorities, lobbying to keep main routes open, safe, and efficient for oversized loads. The Association provides training programmes (developed with MITO), good practice guides, a weekly e-newsletter, an annual member conference, and an annual Member Directory. It employs a Chief Executive, an Oversize Roading Advisor, and a Support Officer. Full members are transport operators regularly moving overdimension or overweight loads, allocated to sector groups for Board representation. Associate members are industry suppliers, and Load Pilot Specialist members have direct Board representation.

RUC Involvement

The NZHHA engages with RUC policy as it directly affects heavy haulage operators, who pay RUC based on vehicle weight bands. Vehicles operating on overweight permits must purchase additional RUC licences for the extra weight allowed under those permits. The Association advocates for fair RUC rates for specialist permitted heavy vehicles and has provided evidence to government inquiries on transport costs. Jonathan Bhana-Thomson has submitted evidence on behalf of the Association to hearings on urban land and transport matters.

Market Position

  • Represents operators of the heaviest vehicles on NZ roads, paying the highest RUC rates
  • Members operate vehicles requiring both standard RUC and additional overweight permit RUC
  • Advocates for specialist RUC rates for permitted heavy vehicles under the Land Transport Rule: Vehicle Dimensions and Mass 2016
  • Engages with Waka Kotahi NZTA on permit modernisation that would integrate with RUC systems

Policy Positions

  • Supports fair and proportionate RUC rates for specialist heavy vehicles operating under overweight permits
  • Advocates for complete digital reform of the permit system: one-stop online applications serving multiple road-controlling authorities simultaneously, with 24/7 access and real-time processing
  • Welcomes weigh-in-motion (WIM) enforcement rollout as creating 'a more level playing field for operators' - penalises non-compliant operators who undercut members
  • Lobbies for keeping main routes open and efficient for oversized loads, reducing the need for costly detours that increase RUC expenditure
  • Advocates for 30-day advance notification from NZTA and councils before road works restrict oversize routes - has highlighted failures (e.g. Waihohonu Bridge: 4 days' notice)
  • Calls for government investment in strengthening local road bridges, the primary constraint for heavy haulage, rather than further restrictions
  • Engages in government inquiries including EPA Board of Inquiry hearings (Puhoi to Warkworth, East West Link) and the Productivity Commission's inquiry on urban land
