The New Zealand Heavy Haulage Association (NZHHA) is the national trade association for member companies involved in the transport of overweight and overdimension loads. Founded in 1964, the Association represents five distinct sectors: heavy haulage transport, building relocation, load pilots, heavy recovery, and general oversize. Headquartered in Wellington, the NZHHA advocates for its members with regulatory authorities including Waka Kotahi NZTA and local roading authorities, lobbying to keep main routes open, safe, and efficient for oversized loads. The Association provides training programmes (developed with MITO), good practice guides, a weekly e-newsletter, an annual member conference, and an annual Member Directory. It employs a Chief Executive, an Oversize Roading Advisor, and a Support Officer. Full members are transport operators regularly moving overdimension or overweight loads, allocated to sector groups for Board representation. Associate members are industry suppliers, and Load Pilot Specialist members have direct Board representation.
Represents members' interests to Waka Kotahi NZTA, local roading authorities, and government on permit systems, route access, RUC policy, and regulatory changes affecting overweight/overdimension transport.
Campaigns for reform of the permit application, processing, and issuing system, seeking real-time digital applications and better integration between overdimension and overweight permits.
Industry qualifications developed with MITO: Heavy Haulage Pilot (Level 3), Heavy Haulage Driver (Level 4), and BESS (Bridge Engineering Self Supervision, Unit Standard 23436) required for overweight permit holders crossing restricted bridges. Also Road Transport Management and First Line Management qualifications.
Authoritative industry specification document (Version 9, September 2023) used by road designers, engineers, and councils across NZ. Specifies minimum 11.0m clear width and 6.2m height clearance for oversize routes, plus guidance on roundabouts, intersections, and swept paths. Adopted by councils including Christchurch City Council.
Annual member conference featuring the Gus Breen Memorial Award for Outstanding Achievement, Life Membership conferrals, and industry networking.

The NZHHA engages with RUC policy as it directly affects heavy haulage operators, who pay RUC based on vehicle weight bands. Vehicles operating on overweight permits must purchase additional RUC licences for the extra weight allowed under those permits. The Association advocates for fair RUC rates for specialist permitted heavy vehicles and has provided evidence to government inquiries on transport costs. Jonathan Bhana-Thomson has submitted evidence on behalf of the Association to hearings on urban land and transport matters.
The New Zealand Heavy Haulage Association was founded in 1964 as the national trade association for companies transporting overweight or overdimension loads. Over the following decades, its members moved critical national infrastructure including the 'Think Big' projects of the 1980s and Tiwai Point Smelter upgrades.
The NZHHA actively participated in the consultation and development of the Land Transport Rule: Vehicle Dimensions and Mass (VDAM) 2016, led by NZTA and the Ministry of Transport. The association advocated for flexible guidelines rather than rigid rules to enable operational innovation in the overdimension and overweight transport sector.
In August 2024, approximately 200 members and sponsors gathered at Rydges Hotel in Wellington to celebrate 60 years of the NZ Heavy Haulage Association. The opening function was held at the Beehive (Parliament) for the first time in the association's history, hosted by Associate Minister of Transport Matt Doocey.
