Represents specialist lenders and fleet-leasing providers, with RUC advocacy focused on affordability, payment systems and unpaid charges.
The Financial Services Federation (FSF) represents specialist lenders and leasing providers in New Zealand. Its members include vehicle-finance companies, fleet lessors, commercial-asset financiers, credit unions and credit-related insurers. It provides advocacy, industry standards, guidance and opportunities for members to share knowledge.
Established in 1965 as the New Zealand Finance Houses Association, the federation is based in Wellington. Its members finance or lease vehicles used by households, businesses and public agencies, giving it a direct interest in how RUC is paid and who carries the cost when charges go unpaid.
In its December 2025 submission on the Land Transport (Revenue) Amendment Bill, FSF opposed moving the wider light fleet to RUC at that stage. It called for working digital payment systems first and smaller purchase amounts that households could fit into their budgets.
Its June 2026 regulations submission acknowledged the government’s direction while maintaining concerns about implementation. A central issue was liability: FSF wanted unpaid RUC to remain with the responsible person, rather than passing with a vehicle to a buyer, lender or leasing company. It also sought affordable technology, public information and proportionate rules for providers.
