Overview

Fast Enterprises is a privately held United States software and implementation company specialising in configurable administration systems for government. Its principal model is to deploy common commercial software with embedded delivery teams, rather than build a one-off system for each agency. FAST has operated in New Zealand since it was selected as Inland Revenue's core tax-software partner in 2014. FAST's GenTax platform is known inside Inland Revenue as START, short for Simplified Tax and Revenue Technology. It replaced the department's FIRST mainframe-era core and now holds an end-to-end view of taxpayers and transactions across tax and social-policy products. Inland Revenue completed six customer-facing releases across four stages and closed the wider $1.5 billion Business Transformation programme on 30 June 2022, after decommissioning its heritage systems. The department later reported 99.9% availability, more than $500 million of administrative savings and the ability to add new products more quickly. That New Zealand delivery is why FAST is relevant to RUC. The Ministry of Transport named Fast NZ Limited among parties engaged in market sounding on future RUC retail services. A RUC platform needs accounts, registration, payments, entitlements, compliance, third-party interfaces, audit and high-volume transaction processing. These are functions similar to those FAST already supplies to revenue and licensing agencies. FAST is not an approved eRUC device provider and does not currently sell RUC to motorists. Its plausible role is the central administration, account or retail-platform layer. The Ministry has not published FAST's individual response or confirmed any procurement award, so the profile should not imply that FAST has been selected for a future New Zealand RUC system.
