Overview

CBS Group Pty Ltd is an Australian infrastructure advisory, systems-engineering and technology business founded by Jeff Dusting and Jim Ellwood. It works across transport, utilities, energy, resources and major construction, combining senior consulting teams with proprietary analytical and operational platforms. The company lists public agencies and infrastructure operators in both Australia and New Zealand among its clients, including Auckland Transport and the City Rail Link alliance. Road pricing is a defined part of the firm's transport practice. CBS advises on tolling strategy, road-user-charging policy, technology selection, compliance design and system integration. Its IRIS passage-detection platform combines information from existing roadside cameras and other detection inputs, while IRIS+ is presented as a method of converting passage events into route and distance-based charging. CBS says the platform uses Bayesian data fusion to improve identification accuracy and reduce manual exception processing. CBS is not a retail RUC provider and no New Zealand RUC-system contract was identified. Its relevance is at the advisory, detection, architecture and integration layers: the work needed to design charging rules, select roadside or account technologies, join events into journeys, minimise leakage and integrate a scheme with operator and government systems. Claims about percentage accuracy, revenue recovery and client savings are CBS's own case-study figures and should be read as supplier claims rather than independently audited market benchmarks.

Leadership

Jeff Dusting

Founder, Director and Strategic Adviser

More than 25 years in asset management, systems engineering and commercial strategy for critical infrastructure.

Jim Ellwood

Founder, Director and Principal Consultant

More than 25 years delivering strategic and technical work across transport, defence and utilities.

RUC Involvement

CBS explicitly offers road-user-charging strategy and distance-based charging technology. It could participate as an adviser, passage-detection supplier or systems integrator in a future New Zealand scheme, but is not an NZTA-approved RUC provider and no awarded New Zealand RUC contract was found.

Market Position

  • Specialist advisory and integration capability rather than a consumer RUC retailer
  • IRIS and IRIS+ link roadside identification with transaction and distance-based charging
  • Experience with Australian toll operators and major transport agencies
  • Existing New Zealand infrastructure-client references, though not a published NZ RUC delivery

Policy Positions

  • CBS frames effective charging around revenue integrity, customer experience, compliance and privacy rather than a single prescribed technology.
  • Its public material supports technology-neutral vendor assessment and the reuse of existing camera infrastructure where performance permits.
