Overview

CARJAM is a New Zealand vehicle-information and history-report service operated by CarJam Online Limited. Founded by Anton Koukine in 2007, the service provides free cached vehicle lookups and paid reports using information from sources including the NZ Transport Agency Motor Vehicle Register, New Zealand Police, the Companies Office, the New Zealand and Australian Personal Property Securities Registers, and overseas government and proprietary datasets. CARJAM's website stated in July 2026 that it had more than 524,550 registered members and 5,000 business accounts. Its products include New Zealand vehicle-history, money-owing, ownership-verification, PPSR, market-valuation and RUC checks, as well as reports for vehicles imported from Japan, the United States and Australia. Reports can cover stolen status, registration and licensing, WoF or CoF history, ownership history, odometer records, security interests, RUC records, market valuation and overseas damage or title information, depending on the product and available data. CARJAM also provides batch reporting, API access, monthly New Zealand fleet snapshots and driver-licence verification for account holders. CARJAM offers an optional ownership guarantee with a maximum limit of NZ$250,000 for eligible full-report purchases. It may compensate qualifying direct loss where CARJAM failed to disclose available stolen-vehicle or registered-security information. The guarantee must be purchased with the full report and is subject to exclusions, verification requirements, a six-month claim limit and other conditions.

RUC Involvement

CARJAM provides RUC information as a NZ$0.30 component for business accounts, excluding GST. Its report material says RUC information can include current licence details, possible outstanding charges, licence history and hubodometer records. Its developer API also provides RUC licence history and an optional outstanding-RUC check for vehicles subject to RUC. This supports vehicle due diligence rather than RUC purchasing or electronic RUC administration. NZTA advises buyers to ensure a RUC vehicle has a current licence because a buyer can become liable for unlicensed distance if the licence is not current.

Market Position

  • NZ$0.30 RUC component for business accounts, excluding GST
  • RUC details are available within CARJAM's reporting and developer API products
  • The API can return RUC licence history and check for outstanding RUC where the vehicle is subject to RUC
  • Vehicle information is drawn from sources including the NZTA Motor Vehicle Register

Policy Positions

  • CARJAM operates as a vehicle-data intermediary and due-diligence service, not as a RUC collection agent or approved electronic RUC provider
  • No current formal CARJAM policy submission on the design or rates of New Zealand's RUC system was located
  • CARJAM's 2023 campaign concerned the price of accessing stolen-vehicle status data from the Motor Vehicle Register, not RUC policy

Notable Events

Launch of Free Vehicle Information Service (2008)

CarJam launched in 2008 as one of the first New Zealand websites to offer free basic vehicle information and stolen status checks to the public, using data from the NZTA Motor Vehicle Register. The service quickly grew to become a key consumer protection tool in the used car market, helping New Zealanders detect odometer fraud and identify stolen vehicles.

Waka Kotahi Stolen Vehicle Check Fee Controversy (2023)

In August 2023, Waka Kotahi announced plans to charge 19 cents per query for stolen vehicle status checks from the Motor Vehicle Register. CarJam, which had been providing free stolen vehicle checks since 2008 and was processing over five million stolen checks per month, warned the fee would cost approximately $1.5 million monthly and force them to discontinue the free service. CarJam launched a parliamentary petition arguing the paywall would endanger public safety.
