Overview

Be-Mobile is a Belgian smart mobility company founded in 2006 by Jan Cools, headquartered in Ghent (Merelbeke-Melle). The company develops high-tech solutions across traffic monitoring and management, connected vehicle technologies, traffic information, mobile payment, and electronic toll collection. Originally focused on collecting Floating Car Data to aggregate real-time traffic information for automotive companies, navigation providers, and media, Be-Mobile has grown into a European leader in smart mobility through both organic development and strategic acquisitions. Be-Mobile's portfolio spans several major platforms. Its tolling platform provides GNSS-based distance charging infrastructure, notably powering elements of Belgium's Viapass heavy vehicle kilometre charge system launched in 2016, where Be-Mobile provides map matching and pricing logic for EETS providers. The company also operates Flitsmeister, the Netherlands' most popular driver companion app with approximately 3 million active users, acquired in 2016, and 4411, Belgium's leading mobile parking payment platform with over 1 million active users processing 4 million monthly parking sessions. In 2022, Be-Mobile acquired French company Mediamobile, which specialises in real-time traffic information for car navigation systems of Renault, BMW, Volvo, Toyota, and Volkswagen. Belgian telecom giant Proximus acquired a majority stake in Be-Mobile in 2016. Under Proximus ownership, the company expanded to over 30 countries and tripled its workforce to approximately 200 employees. In June 2025, Proximus sold its 92.7% stake to Arrive (backed by Vitruvian Partners) at an enterprise value of EUR 170 million. The deal split Be-Mobile's operations: the 4411 parking service went to Arrive, while traffic management, tolling, and smart city activities continued under the control of founder Jan Cools and the management team. Be-Mobile has also been awarded a contract by Denmark's Sund & Baelt to develop and deliver the national tolling platform for Danish truck toll collection.

C-ITS / Connected Vehicle Services

Cloud platform interconnecting intelligent traffic lights with road users, enabling cooperative intelligent transport systems (C-ITS). Deployed in Flanders and part of the C-Roads Antwerp-Helmond cross-border European project.

Logistics Platform

Fleet management and logistics optimisation services for transport and logistics companies, leveraging connected vehicle data for route planning and operational efficiency.

Mediamobile Traffic Information

Real-time traffic information service supplying OEM navigation systems for major car manufacturers including Renault, BMW, Volvo, Toyota, and Volkswagen. Acquired from Mediamobile (France) in 2022.

Be-Mobile founded by Jan Cools in Ghent, Belgium, initially focused on collecting Floating Car Data to produce real-time traffic information for automotive, navigation, TV, radio, and app platforms.

Proximus (Belgium's largest telecom operator) acquires a majority stake in Be-Mobile. Same year, Be-Mobile acquires Flitsmeister, the Dutch driver companion app with 1.5 million users. Belgium's Viapass GNSS-based heavy vehicle kilometre charge system launches, with Be-Mobile providing map matching and pricing logic.

Proximus, Mobile-For, Be-Mobile, and Flow merge to form a unique smart mobility company, consolidating expertise across connected vehicles, traffic management, and mobile payment under the Be-Mobile brand.

Denmark's Sund & Baelt Holding A/S (owned by Danish Ministry of Transport) awards Be-Mobile the contract to develop and deliver the national tolling engine for CO2-differentiated truck tolling, replacing the Eurovignette.

Denmark's national truck tolling scheme successfully launched 1 January 2025, powered by Be-Mobile technology, for trucks over 12 tonnes including low-emission zone collection in cities.

Proximus Group sells its 92.7% stake in Be-Mobile to Arrive (Vitruvian Partners) at an enterprise value of EUR 170 million. Be-Mobile is subsequently split: 4411 parking service goes to Arrive, while traffic management, tolling, and smart city activities continue under founder Jan Cools. RUC Involvement

Be-Mobile is a significant player in European distance-based road charging through its GNSS tolling platform.
