Overview

Be-Mobile is a Belgian mobility-technology business founded by Jan Cools in 2006 and headquartered in Merelbeke-Melle. It develops platforms for traffic monitoring and management, connected-road safety, traveller information, logistics, mobility rights and GNSS-based electronic tolling. Its tolling software performs functions including map matching, trip reconstruction, tariff application and toll calculation for road operators and European Electronic Toll Service providers. The group retains Flitsmeister, a driver-information community reporting more than 3 million active users, and operates government-facing traffic, tolling and parking-rights platforms. Its other current activities include the Be-Warned connected road-safety platform, logistics services, connected-vehicle and C-ITS applications, and real-time traffic information for automotive and media customers. In April 2026, Be-Mobile announced the acquisition of SocialDrive, a community-based Spanish traffic and road-safety app. The 4411 parking and mobility-payment service is no longer part of Be-Mobile, having transferred to Arrive in the 2025 demerger. Proximus acquired a majority interest in Be-Mobile in 2016. In 2025 it agreed to sell its 92.7% holding to Arrive at a stated enterprise value of EUR 170 million. The subsequent demerger transferred 4411 to Arrive, while founder Jan Cools and members of management took ownership and control of Flitsmeister and Be-Mobile's remaining traffic, tolling and mobility-rights activities. Those continuing activities now operate through Belgian enterprise number 1028.061.527; the former Be-Mobile entity, number 0881.959.533, is now Arrive Belgium.

GNSS-based tolling software providing map matching, trip reconstruction, toll-context management, tariff application, calculation and control functions for toll chargers and service providers. Be-Mobile supplies technology used by EETS providers in Belgium and the Netherlands and delivered the central tolling engine for Denmark's national truck charge.

Traffic Management Platform

Platform combining connected-vehicle, infrastructure and other mobility data for traffic monitoring, analysis, prediction and communication with road users.

Be-Warned

Connected road-safety platform that validates real-time traffic and safety data and distributes in-car warnings through driver apps, navigation services and connected vehicles.

Flitsmeister

Driver companion and navigation app providing traffic information, safety warnings and mobility services to a community reported at more than 3 million active users. Be-Mobile retained Flitsmeister in the 2025 demerger.

Be-Mobile founded by Jan Cools in Ghent, Belgium, initially focused on collecting Floating Car Data to produce real-time traffic information for automotive, navigation, TV, radio, and app platforms.

2016

Proximus (Belgium's largest telecom operator) acquires a majority stake in Be-Mobile. Same year, Be-Mobile acquires Flitsmeister, the Dutch driver companion app with 1.5 million users. Belgium's Viapass GNSS-based heavy vehicle kilometre charge system launches, with Be-Mobile providing map matching and pricing logic.

Proximus, Mobile-For, Be-Mobile, and Flow merge to form a unique smart mobility company, consolidating expertise across connected vehicles, traffic management, and mobile payment under the Be-Mobile brand.

Be-Mobile leads a consortium to implement a cloud platform interconnecting intelligent traffic lights in Flanders, enabling information exchange with road users through C-ITS technology.

Be-Mobile acquires Mediamobile (France), a real-time traffic information provider supplying navigation data to Renault, BMW, Volvo, Toyota, and Volkswagen. Expands business to over 30 countries and triples employee count to approximately 200.

Denmark's Sund & Baelt Holding A/S (owned by Danish Ministry of Transport) awards Be-Mobile the contract to develop and deliver the national tolling engine for CO2-differentiated truck tolling, replacing the Eurovignette.

Denmark's national truck tolling scheme successfully launched 1 January 2025, powered by Be-Mobile technology, for trucks over 12 tonnes including low-emission zone collection in cities.

Proximus Group sells its 92.7% stake in Be-Mobile to Arrive (Vitruvian Partners) at an enterprise value of EUR 170 million. Be-Mobile is subsequently split: 4411 parking service goes to Arrive, while traffic management, tolling, and smart city activities continue under founder Jan Cools. The deal wins 'Best Mid Cap Corporate Deal 2025' at Belgium M&A Awards.

RUC Involvement

Be-Mobile supplies GNSS-based software used in European distance-based road charging. It states that its map-matching, route-reconstruction and pricing technology has supported EETS provider Axxès in Belgium's Viapass heavy-vehicle kilometre charge since 2016. Be-Mobile also delivered the tolling engine for Denmark's kilometre- and CO2-differentiated truck charge, launched on 1 January 2025. In 2026, Be-Mobile stated that its Toll Control Center supported Axxès for the Dutch distance-based truck charge launched on 1 July. No evidence was found of a contract, procurement role or formal policy participation in New Zealand's RUC system. Its European work is nevertheless relevant comparative evidence for GNSS-based charging and outsourced service-provider models.
