Running a fleet? You've got three main options: manage RUC directly through NZTA, use an eRUC provider for automation, or seek Direct Connect authority to issue licences for vehicles you own or lease. The legal responsibility stays with you, but the admin can be delegated. No bulk discounts though. Every km costs the same whether you've got one vehicle or a thousand.

Unlike many business expenses, RUC doesn't get cheaper at scale. Every 1,000km costs the same whether you're buying for one vehicle or five hundred. The rates are set by government and apply equally to everyone. What you save with automation is time and compliance risk, not money on the RUC itself.
Using an eRUC provider doesn't mean you're off the hook. Some things can never be handed off.
Even if your provider's system fails to buy a licence in time, you are still liable for the overrun. The legal obligation always sits with the vehicle operator.
Four businesses are currently approved by NZTA to provide electronic RUC services. They handle distance recording, automatic purchasing, and off-road tracking.

These providers operate under the eRUC Code of Practice and must meet strict security and accuracy requirements.
For an initial look at public pricing and purchase channels, RUC Compare is a handy starting point. Fleets should still request direct quotes and confirm that any electronic recorder is approved for the intended use.
If you hold or have held a transport service licence (other than a rental service licence), section 65 sets the retention periods below. Without a reasonable excuse, failing to comply can mean fines up to $100,000 for a body corporate. Even if a provider stores data, you need continuing access to it.

NZTA approves electronic system providers and distance recorders, not general fleet-management software as a category. If a platform advertises RUC integration, ask which approved provider or recorder it uses and which parts of the workflow are actually automated.
The Bill and the regulations consulted on in May–June 2026 signal the direction below. The Bill is not yet law and there is no final light-fleet transition date.
